Fintech development cost: what compliance, ledgers and payment rails add

Fintech builds carry a compliance premium that is predictable once you know which regime applies. Here's what drives the cost and where teams under-budget.

Fintech development cost: what compliance, ledgers and payment rails add

Fintech quotes vary more than almost any other category, because the same brief can mean a straightforward integration or a regulated platform depending on which regime applies and what you are taking custody of. Establishing that first is what makes budgets meaningful.

01The question that determines your budget

Are you handling money or moving it through someone else? A product built on a licensed provider's rails - where they hold funds, run KYC and carry the regulatory obligation - is dramatically cheaper than one where you take custody, hold a licence and answer to a regulator directly.

Most early fintech products should do the former, and many teams underestimate how far it goes. The build cost difference is often three to five times, and the timeline difference is measured in quarters. Moving to your own licence later is a deliberate step, not a fallback.

02Cost bands by product type

The ranges below assume senior blended delivery. They exclude licensing, scheme fees, compliance advisory and audit costs, all of which are separate lines and none of which are small in a regulated build.

ProductTypical rangeDuration
Payment integration on existing rails$40k - $120k2-4 months
Lending origination platform$150k - $450k5-10 months
Core ledger and reconciliation$120k - $400k4-9 months
KYC / AML orchestration$60k - $180k3-6 months
Full neobank / wallet platform$400k - $1.5M+9-18 months

03The ledger is where cost hides

A double-entry ledger sounds like a solved problem and is where fintech builds most often overrun. Correctness under concurrency, idempotency so a retried request does not double-post, multi-currency handling, and the ability to reconstruct any balance at any past date are all harder than they appear.

The reconstruction requirement is the one teams miss. Regulators and auditors ask what a balance was on a specific date, and a system that cannot answer without replaying from source is a problem discovered at the worst moment. Building for it is cheaper than retrofitting it by a wide margin.

04Compliance costs beyond engineering

PCI DSS scope is the classic multiplier. If card data touches your systems, the compliance obligation extends to everything in that environment. Designing so card data never enters your scope - tokenisation, hosted fields, provider-side capture - is usually far cheaper than compliance across a wider estate.

Then the ongoing costs: annual assessments, penetration testing, transaction monitoring tuning, regulatory reporting and the compliance headcount to run it. These are not engineering line items and they are frequently missing from early budgets entirely.

  • Design card data out of your PCI scope wherever possible.
  • Annual assessment and penetration testing as recurring cost.
  • Transaction monitoring needs continuous tuning, not one setup.
  • Regulatory reporting is an ongoing engineering commitment.

05Where to spend and where not to

Spend on the ledger, on idempotency, and on the audit trail. These are structural, they are expensive to retrofit, and getting them wrong produces the kind of incident that ends companies rather than merely embarrasses them.

Be more sparing on the surrounding product until you have customers. Beautiful onboarding flows for a product with no users are a common early misallocation. The parts that must be right on day one are the parts that handle money and the parts a regulator will ask about.
